configure glib-config help

I guess I am not understanding something here. I have even provided a
symlink into /usr/bin/ /usr/local/bin & /opt/gnome/bin for the
glib-config. export
GLIB_CONFIG=/opt/downloads/sylpheed/pkgconfig-0.18/glib-1.2.8/glib-config
and in /usr/bin/ /usr/local/bin & /opt/gnome/bin. No joy I get the same
problem.

Where dows the glib-config go and what else do I need to do?

Using Suse 9.2 w/ AMD64 & 2 gig memory & xfce4

any help will be appreciated and will send any info required, I do have
