Maybe try and find out if the programs you are using have the Epson 3170 
Listed in their PNP ID's. I had an issue where the USB port was seeing 
my Ricoh Caplio G3 but the copy of gphoto I had didn't have the Camera's 
PNP ID coded in so therefore wasn't able to recognize the Camera for 
what it was. After querying the Gphoto list I found they had just put 
the required recognition (PNP ID String) code into CVS. Maybe the Epson 
3170 is in a similar plight and just requires a call for help to 
whichever scanning package you would like to use.
