I've seen several 'voting' threads and it is always amazing to me how 
much sound and fury is aimed at _who_ is/not voting and how little 
attention is paid to what is being voted about.

Btw, the answer to the question implicit in this thread is that a 
competent voter is any being, having any number of legs, who agrees
with me.
