Wierd FTP Error

I have a bunch of computers behind my gateway box. One of them is,
gasp, horror, an Windows 2000 system I have to use occasionally
for books. Whenever I try to use FTP from the Windows system, I
constantly get PORT errors:

TYPE A
502 Illegal PORT command

This happens only at a command line prompt, but I've also seen
it, IIRC, from some GUI FTP apps that I've tried. 

Yet, I can use FTP to the same sites without trouble from my
Solaris system and from the Linux systems. I suspect Windows
is doing something untoward, but darned if I can figure out
what it is or, more to the point, how to fix it. Any suggestions?
