Have you tried just not using artsd? Some, but not all,
applications use it. Those which don't use it, that it,
they try to talk to /dev/dsp or whatever, have their
communication shifted to artsd.
I got very choppy sound after I recompiled my
kernel, and I think artsd was the problem.
