You mean a better way?  or the way you describe here?

For the way you describe here, just select the magnifying glass icon
(zoom tool), then click on the eye-to-be-edited repeatedly until
individual pixels are handily seen.  Select the pencil tool, choose the
finest point it can do, set the foreground colour you want and click
pixels to change their colour.

I'm looking at GIMP 1.2.3
