gentoo emerge and blocks

It's really quite simple.  The blocking package must be removed.  The developers have determined that this package will not work as is if the latest qt package is installed:

emerge -C kdelibs-3.1.4
emerge qt
emerge kdelibs

It's just a variant of the well known adage: kde/qt is a PITA.
