BINGO!  I have:
brw-rw----    1 root     disk      98,   7 Dec 30 18:09 /dev/ubd7

my ubd devices go from 0-255 for the minor number, and ubd7 == 98,7. 
When I swapon ubd112, it works!

This is the debian UML kernel/rootfs build (actually, the rootfs is
built via debootstrap and dpkg).

Will report this to the package maintainer.
