TV Wonder and Channels off

I have noticed one complaint on my TV Wonder VE:
Channel 3 shows up as Channel 4, 8 as 9, 13 as 14, etc...  I'm not certain they are completely 1 channel off, but things just don't work the way I would expect.

I know how to cope with it but would rather not have to.  It seems like I'm just missing something, like a setting, or a bug in either the card, driver, or Linux-based TV software/v4l.

Does this ring a bell?  Is there something blazingly obvious that I'm doing wrong?  I've spent some time with scantv and vi/config files to enter in the actual frequencies for each channel so I'm good for xawtv, but I'm not sure how to get Freevo to do that properly.  And since Freevo does tv-guide style scheduling for recording it's more important for that to be correct.
