Easy umlauts?

The character before the u is not a quote character. It is the umlaut
character, reproduced here in living color:

The quote, on the other hand, is:

	"

On my system, they look the same on the screen, but different on the
keyboard. And the associated keys act different. If I press the umlaut key
and then u, I get:

	?

If I press the quote key I get what you get. It seems to be in all programs
on KDE 2 (in this case, sylpheed and konsole have been checked).

What species of keyboard do you have? On mine, the umulat is on the same key
as the caret and the tilde. I have a Swedish keyboard and ? is not a
character elsewhere on the keyboard nor in the language. I can only get it
with the two key presses.
