It's probably because you have the standard outline numbering scheme
selected. Which doesn't suit your needs.
In OpenOffice (SO may be similar) go to Format --> Numbering/Bullets -->
Select the Style of Outline Numbering that is the closest match to what
you want then goto the --> Options Tab and setup each level to exactly
what you want.
You should then have the correct behaviour your after.
