KDE3.1.1a compiled and install now sound is root only

James,

On a Debian system I'm building just now, with KDE 3.something, I noticed that 
/dev/dsp has ownership root:audio & permissions 660. To get sound to work for 
non-root users, I had to add those users to the audio group (or change the 
perm's of /dev/dsp).
