Weird. Have you synched your folders recently? In Netscape it's under 
File->Offline>Download/Sync Now. The folders have to be selected for 
offline usage. (Click Select from the above menu, and put a check mark 
beside the ones to include)

Server based message management is IMAP's primary feature. When you move 
a message from Inbox to Personal, or another folder, that *should* be 
seen by another session once it's synched. e.g. move the message while 
at work and when connecting from home, the message is filed in the same 
place you put it from work, thus everything's identical, and messages 
don't have to be left on the server for another pop3 client to be able 
to access. My suspicion is that there's an issue with either the 
Exchange server, or the Outlook client, or maybe both, but I can't offer 
any suggestions in regards to either of them. But I'd try to sync the 
mailboxes first.
