Hard to say.  Who knows what tricks the MPAA is up to these days.  If you
want to send me your copy of Shrek, i can test it out :)

I know that I watched the Region1 version of Shrek several months ago, and
didn't have any problems.

The same encryption is used on all DVDs.  Its just the region that is
different, but that should be transparent assuming that your DVD player
isn't locked into a region which is different from your DVD.

I'd suggest trying multiple DVDs, if at all possible.  You could have a
bad DVD too, i've had that happen many times (especially with rentals).
