Modem control on ttyS0

I've installed APC PowerChute from the binary RH RPMs on their website.
Done this several times already, didn't expect any problems.
I have this box connected to a "basic" port on an Interface Expander in
a Smart-UPS. I'm using the APC-spec gray "basic signaling" cable. The
same cable works on a W2k box and also on this machine when I boot up in
Win98. So it seems unlikely I have a cable or hardware problem.
But when configuring the PowerChute software it complains that it can't
verify comm with the UPS and that I need to enable modem control on the
port.
APC has an article on their website that tells for RH to run
"control-panel" and select 'modem configuration' for the particular
port. That sounds great except that there is no "control-panel" (that
was for v6.x) on this version and nothing that looks remotely like that.
So how do I set modem control enabled on ttyS0 by the more direct method
(CLI)? Is it possibly the "stty" command?
