Depends on the type of tif file.  Fax tifs tend to be lower quality, sorta
by definition since even ``high resolution'' faxes are pretty weak.  The
tiff/F fax files often present scaling problems when read with software
that isn't tuned for this.  I normally use the HylaFAX fax2ps program to
handle faxes.

The ImageMagick convert program has numerous options to set size, and some
quality parameters that may help.

I would also try the gimp or xv to see how they do with the tif files
you're converting.  I don't think these can be scripted as convert can, but
it wouldn't surprise me if the gimp can.
