Cannot create output index

I have a set of reports which are created by a system call

1. program builds demand index 7 using a system call 

Rreport transaction -f build_index7 -v sel_index7 -a -u -in -o7

Up until about a week ago this report process ran without a problem.  My client was still on 5.6.10.

When the process reaches this point, the following filePro message appears

Cannot create the output Index

On file:f:/filepro/transaction/index.7

Not available
Somebody else is sing it; try again later

When <enter> is pressed the program continues and the reports are generated.

I tried putting in a sleep "500" before the next rebuild.  However, the message appears even on the first run.

No one uses the demand indexes on this file so the index is not locked due to someone accessing the record in this file using this index.

Anyone have an idea why this message is appearing?
