Too many users on 5.6.10D4

Am I the only one with license manager problems on 5.6.10D4?

With a 5 user Dev license and a 10 user Runtime license, we can't get 
past the 6th users under any circumstances.  Not real hard to duplicate 
either... over and over again.  Last week after moving from 5.0 to 5.6 
we started having the problem.  Got a new license file that seemed to 
fix it, until a reboot this weekend.  The license manager is not 
running, started and stopped it to make sure.  Working with fptech 
support now, but thought someone else may have run into this proble.  
The error message is "Two many users, Licensed for 10 users"

Any help would be greatly appreciated as we have 8 users and 2 who can't 
access filepro.
