Anyone sending a SSN must have their head in the sand (or worse). But you 
raise an interesting point.

Print Wizard DOES have the ability to set the password in the command 
line:
   printwiz.exe someinputfile /fPDF://outfile.pdf?user=dkfjgh?owner=eiruty
