Thanks much to Jim Asman for his help on diagnosing this problem. I thought I would report back in case anyone else might experience this issue in the future. The problem turned out to be a manual printer switch.
Long story short... this site used two computers (one Unix, one Windows) printing to one printer. The switch was manual but was powered. The old HP2100 seemed to have no problem with the switch; but the the HP 4250 was not receiving some signal it needed (or was receiving more than it wanted).
In any case... removed the switch and hooked the Unix box directly to the parallel port on the HP 4250 and everything worked fine. We then hooked the Windows box up to the USB port on the printer and eliminated the need for the switch.
Don't know why the switch worked with the 2100 but not the 4250... but just glad for a solution.
