filePro Plus 5.0.15 is now available!

You are correct. It is the license manager that controls the user count. 
If you have filePro Plus Development and filePro Plus Runtime, fP SQL, 
or fP Transfer, you will see those available as separate downloads, but 
you need only download and install the filePro Development (selecting 
the appropriate options during the installation).

If you have filePro GI or fPCGI, you will need to download and install 
those separately.

Having said that, I'm not sure why you would be seeing the same byte 
size for both download options. Would you be able to send me the serial 
number you tried so I can try to find out what is going on?
