's one-day coordination training conference and training event that will
take place in Sequim, <http://www.trademarkamerica.org/sequim_info.htm>
Washington on September 29th, 2012, titled To the Tenth Power.  This will be
your introduction to a powerful public policy tool that can have tremendous
impact on the outcome of rule-making and other regulatory processes,
particularly in the areas of economic development, environmental protection,
and access to natural resources.

 

Coordination is a practical application of the Tenth Amendment's reservation
of powers principle.  It empowers local government to engage state and
federal agencies as full equals when those agencies are developing
regulatory frameworks or policies that will affect the opportunities and
activities of local government, businesses, and citizens.  The goal of any
coordination process is that the proposed state or federal policy become as
consistent as possible with established local plans and policies.  For
instance, if a county has a comprehensive plan that includes rural build-out
targets, a state agency's instream flow rule needs to include provisions
that ensure that the build-out can be achieved without undue interference.

 

As a formal process, coordination is mandated in statute.  Some state-level
examples in Washington include, but are not limited to:

 

*        The "Significant legislative rules, other selected rules" chapter
of the Administrative Procedures Act

*        The Washington State Environmental Policies Act (SEPA)

*        The Growth Management Act (GMA)

*        The Shoreline Management Act (SMA)

 

In coordination, a local government's participation is elevated to a
position where it receives prior notice and meaningful participation above
and ahead of public participation or what the local government would enjoy
as a "cooperating agency".  

 

This training event is intended for elected and appointed public officials,
candidates for public office, nongovernmental organizations, attorneys, and
interested citizens of all ages.

 

We are all aware of rules and regulations that are not adequately sensitive
to local needs and conditions, such as instream flow / water management
rules, critical areas ordinances, shoreline master program updates, wolf
management plans, Forest Service travel management plans, Endangered Species
Act listings and more.  Coordination is a very powerful tool that interested
local governments can use to achieve a much greater degree of control over
the outcomes of these and many other regulatory processes.

 

In addition to learning about the history and application of the
coordination process, we will include discussion about policies that local
government can adopt to support their positions for coordinating public
policy development.  Specific local policies on scientific integrity and the
conduct of economic impact analyses play a key role.  We will also touch on
effective citizen engagement in the legislative process at the state and
federal levels.
