Olympic Stewardship Foundation Challenges Jefferson Co. CAO

On May 23rd Pacific Legal Foundation, representing Olympic Stewardship
Foundation (OSF), filed a Petition for Review with the Western Washington
Growth Management Hearings Board regarding the Jefferson County Critical
Areas Ordinance (CAO) as published on March 26, 2008.

The petition asks the Hearing's Board to find that the county's CAO fails to
fall within the legal requirements of Washington's Growth Management Act
(GMA) and requests that the Board find that several sections of the CAO are
not in compliance with the GMA. The Board is also asked to invalidate the
ordinance in its entirety because many of the rules adopted are excessive
and materially interfere with the goals of the GMA.

"It's regrettable that it is necessary to bring this action against
Jefferson Co. because we had repeatedly offered to support a CAO that
protected the county's citizens as well as its ecosystems" said OSF
President Jim Hagen. "Many highly qualified people worked extraordinarily
hard to develop positive innovations for the resulting legislation.
Unfortunately, there are areas of the ordinance where the planning
commission and the board of county commissioners were more responsive to the
demands of outside interests than to the needs and hopes of the county's
citizens."

In related news, CAPR Legal Fund President Bob Vos presented a check for
$2,000 to Pacific Legal Foundation in support of the OSF challenge.

CAPR Endorses Rossi for Governor

The CAPR Political Action Committee has Dino Rossi for governor of
Washington. The PAC Board voted to endorse Rossi because he believes in,
and will support private property rights. Perhaps more important, the Board
feels that he will make administrative appointments who will do the same.
The Board also voted to contribute $1,600 to the Rossi campaign, which is
the maximum direct contribution allowed.

2008 CAPR Board Installed

The new CAPR Board of Directors was installed at the June 27th Board
Meeting. The new Board members are:

          President Steve Hammond

          Vice-President Preston Drew

          Secretary Jeff Wright

          Treasurer Cindy Alia

          Directors Jim Osborne

                                                Dan Griner

                                                Darol Johnson

Interestingly, the anticipated write-in campaign to replace Wright as
Secretary did not materialize during the election.

At this meeting, the new CAPR Board also appointed individuals to the boards
of the CAPR Political Action Committee and Legal Fund.

of state Supreme Court decisions as well as other duties.

bias, follow the constitution and that the courts must protect individual
rights guaranteed by the law.
