I'm not sure how widely this email was circulated originally; apologies if you're getting a duplicate. The main thing of note is that it is ACBL policy that TD's can't directly pay caddies. <p>Good Evening to All;</p>
<p>The ACBL recently sent out a communication piece to our Tournament Directors
to provide guidelines on their working relationships with Tournament Assistants,
Caddies and other individuals used by Tournament Sponsors to assist in
performing duties necessary to run an ACBL sanctioned tournament. ACBL
Management also is currently evaluating the Tech Files to make sure our internal
policies, procedures and processes developed over time provide a clear
understanding for Tournament Directors as they navigate their working
relationships with Units and Districts. While some of our internal
procedures and policies may be revised, one thing that will not change is ACBL's
long-standing practice that Tournament Assistants, Caddies and other
Unit/District (Tournament Sponsor) employees or contractors are NOT employees or
contractors of the ACBL.</p>
<p>The attached document is a copy of the communication piece that was sent to
Tournament Directors. I thought it would be helpful for you to know the
instructions that the ACBL has provided to its TDs as it may impact the method
Tournament Sponsors use to perform certain tournament functions. As noted
below, the ACBL became aware that, in some situations for ease and convenience,
the ACBL's Tournament Directors may have assisted the Tournament Sponsor in
recruiting, determining pay rates, scheduling and/or paying Tournament
Assistants, Caddies or other Unit/District (Tournament Sponsor) employees,
contractors, or volunteers.</p>
<p>In summary, the communication to the ACBL's Tournament Directors instructed
them to comply with the following guidelines:</p>
<p>* Tournament Sponsors are
required to make any payments (monetary or otherwise) to a Tournament Sponsor's
employees, contractors or vendors, i.e. the DiC should not make any payments to
the Tournament Sponsor's employees, contractors or vendors. Even though the DiC
will not be making any payments, the duties of a DiC can still include accurate
recording of revenues and expenses such as found on the tournament balance
sheet.</p>
<p>* The decision of how and
when to pay the Tournament Sponsor's employees, contractors or vendors will be
made by the Tournament Sponsor. The Tournament Sponsor (units/districts)
will identify those responsible for paying contractors/employees working
tournaments and communicate this information to the DiC.</p>
<p>* The DiC will not
recruit/initially recommend Tournament Assistants/Caddies to work at a
sanctioned tournament. However, DiCs are responsible for evaluating a Tournament
Sponsor's choice of Tournament Assistants to ensure only qualified individuals
fill such positions.</p>
<p>We realize the guidelines that we provided to our Tournament Directors will
impact how tournament funds are currently being distributed and some tournament
functions are performed. Given that Tournament Directors will be turning
over proceeds to the Tournament Sponsor, the ACBL will do its best to help
Sponsors if they need to make changes to their practices and procedures.
We anticipate that one of the changes that may need to be made will involve a
Tournament Sponsor identifying a person responsible for managing and
administering payment to its tournament staff.</p>
