[SBU Board] Bylaw draft for consideration April 10

Hi folks -- I have completed the revisions to the draft of the bylaws.  We
have previously reviewed this draft during our November 2022 meeting, and
again earlier this year.

I want to thank Karen, Cliff, and Loren, as well as Ann Romeo, for all
their work contributing to this revision.  All the good stuff in this is
theirs; all the mistakes are mine.

I am attaching a PDF of the latest revised document.  On our shared Google
Drive, I have posted the PDF and a Word version of this same document.

I'm happy to address any last questions we have about this document.

The plan is to provide these draft bylaws to the membership in advance of
the May tournament, for their approval during the annual membership
meeting.  The key points that have been revised are:

1) Allowance for most board meetings to be virtual instead of in-person

2) Change to approval voting for elections to board seats

3) Modifying the thresholds for action by the membership to reflect the
shrinking size of our unit - this will have the effect of making it easier
for members to initiate action.

4) Removal of the Conduct & Ethics Committee from the bylaws, because that
service now is provided at the District level.

In addition, we have cleaned up several minor typos and inconsistencies,
applied gender-nonspecific language, and tightened the language throughout.
