[SBU Board] Bylaws draft document

Hi folks -

Thanks to some great help from Karen, Cliff, and Ann, in our meeting today
I'll be talking about the work we've done with the bylaws.  I've posted a
PDF of the draft, with some comments/questions in the margins, and will be
talking through the high points.
