[SBU Board] if we cancel the tournament at Vasa due to bad weather

we are allowed to reschedule with Vasa and transfer the fee to that date,
as long as it is in the same year.

Vasa does not plow....they are hoping it has melted by then.  It is
supposed to be warmer towards the end of next week, with rain and snow
predicted...
