[SBU Board] C Strat Players

With the finals in Eastside, we won't have any issues with C people wanting
to attend.  The key will be publicizing the qualifying events so that
everyone who wants to play in the finals can.

I don't recall if this was done in the past, but I would recommend sending
an email blast or two listing when the scheduled qualifier events are
taking place.

I know the clubs list them on their websites, but having a comprehensive
list is more convenient.
