[SBU Board] Reduced RR entry fee for newer players?

It is worth a try if we can get them interested.  If we can increase the
number of the beginners they will be more comfortable playing and be more
apt to return.  Maybe not free but reduced fees.  If it is free they might
not have incentive to get the matches played.
