[SBU Board] 2016 Fall Sectional Attendance

I needed a warm-up data exercise this morning, so I went ahead and did some
quantitative measures using the Google map (polygon drawing plus some APIs
to count dots in polygon).  Note that the regions overlap in some cases, so
you can't add up line items indiscriminately and get to a meaningful total.

To be a little more indicative, I did measures of how many members could
easily get to a given region, given highways, bridges/lakes/ferries,
traffic choke points, etc.  That's the last two columns.  Admittedly,
that's based on my read of the map and travel, and there's some certainly
some room to debate what I included when I drew the polygons for each
total. Someone who knew map APIs way better than I do could use commute
estimates to do a better job with this.

Eastside basically wins out mostly because of population density and that
it can pick up northern suburbs when the location is north or southern
suburbs if the location is south (and sometimes eastern suburbs) as well as
Mercer Island and some parts of Seattle.  Central/downtown seattle is
strong for all the reasons a downtown area tends to be strong (everything
sprawls out from it), but of course, finding a location in that area that
we can afford for a sectional is a known difficulty that is sometimes less
true of eastside, particularly as we lean north or south.

I've warmed myself up enough to start doing work, but I'll try to do a % of
unit of commutable score for the planned locations for next year this
weekend using the same criteria, and for this past year's sectionals so we
can look at what this would suggest vs. what actually happened.
