Apologies for not engaging with this the last couple days. I've been out of town at the Olympia tournament. Thanks to everyone who has weighed in, especially to Ann for taking the time to explain her thoughts when I didn't understand her position.
I propose we do the following, which I believe both follows the bylaws and takes care of all contingencies.
1. The three candidates that filed on time are elected. [I believe this step is obligatory.]
2. The upcoming newsletter (that will print at the end of September) will announce a call for the last position. [Feel free to recruit before then.]
3. Candidates must declare by October 11.
4. Assuming there are more than 1, voting takes place at the October Sectional. We will have ballots available there as well as available online for anyone who wants to mail one in.
5. If no one declares for this secondary election, then the position is filled by appointment of the board at the January meeting.
I tried to incorporate everyone's feedback. Please respond whether this procedure is acceptable. We can't officially vote on it by email, but if we have it hammered out by email it should take less than a minute for an official vote next Monday.

I don't particularly see the situation as necessarily a choice between either extending the deadline or having the current board select someone -- reference blended solution concept in previous email traffic.
It is disappointing that fewer than four unit members submitted their candidacies. I, and I understand others, actively tried to recruit numerous individuals to run. I especially sought out and encouraged folks from the south county and from Seattle -- to no avail.
I feel strongly that we should put in place, soon, a process to identify a twelfth board member for a three-year term commencing 2016. I believe the Bylaws specify there be twelve board members. The board's workload is better distributed amongst twelve. And, in the coming two to three years there will be substantial turnover of board positions that will have been occupied for two terms. We need to get new folks onto the board and coming up to speed in a variety of important roles that will be vacated.
I see addressing these considerations -- essential to good governance and stewardship of the unit -- as a higher priority than addressing a perception of like mindedness within the board. Greater diversity of views within the board would be best achieved by more unit members taking an interest in running for the board.
If the consensus of the board is that we advertise the position for a short period and then have an election by a vote of unit membership, this is OK by me. HOWEVER, I would also want a backup plan for naming a twelfth board member in the event no one declares for election.
I believe the plan (including backup path) for selecting the twelfth member should be agreed NLT than upcoming board meeting. If, with District Director candidates' Q&A, trailer and perhaps other items also on the agenda, time constraints with Bellevue Library are problematic. Perhaps we should explore another venue where we can take the time needed to reach resolution.

I am much more in favor of extending the time to accept applications than to have he board appoint someone to complete the board.

I believe that controversy is not a bad thing, in fact it can be really healthy to question proposals from a board. That is why diversity is a good thing, not a bad thing and arguing or disagreeing can in the end make decisions clearer and stronger.
So I guess the bottom line is that I think as a board we should continue to talk about solutions to the problem at hand.
