firmware update issue

I finally have a compelling need to update a firmware here and I've
done the usual 'create a bootable FreeDOS image on a USB stick' but
the flash program says it 'cannot be run in DOS mode', so I need a
'live cd' type thing of windows to make this work. Right? How does one
do that?
