Allow users to use graphical login

How does one allow non-root users to use the graphical login on CentOS 5
and the default gnome desktop?
The error message says that the user isn't in the list of allowed users,
but I haven't figured out where this list is (someplace under /etc/X.*
probably), and I don't find an admin tool to add it.
It's been many years since I had to look at this stuff when setting up X
terminals and such.
