A networking problem

One fact I want to add :
After I turn off both the modem and router, everything seems working
fine for both upload and download speed. And this lasts about 5 minutes
to sometimes an hour. And that's it. After that "magical" interval, all
go down the pipe. Experienced all the time it goes slow.
