A networking problem

When I SHH to my office severs, I can type several keys before I can see 
those keys on the terminal emulater.

My download speed is supposed to be 4Mbps, and upload is 0.5Mbps. I 
called the ISP several times, and they automatically increased my 
download speed to 20Mbps ( no charge, after I talked them about the 
cable bandwidth shared by the whole resident block ) , but unfortunately 
they did nothing for my upload speed.

Even with the download speed of 20Mbps, with the router it often goes 
down to 1-2Mbps.
