Command line tool like tar for php phar files?

Thanks, but I already read that.  I don't want to have to write
PHP scripts to do something simple that should be readily
available.  If I were trying to promote a new archive format, I
wuold definately provide simple command line tools to create and
extract files from it without having to write specific things for
each case.
