Here is a list of an RFP for a STATE bid I received for a EMAIL system.

I would like to bid on it, any suggestions ?

------------------ REQUIREMENTS ------------------------------------------


1.Vendor must propose systems that will enable MLC Administrators to create 
e-mail accounts,
   delete e-mail accounts, create distribution groups, change passwords, and
   adjust individual account storage space.
2.The proposed systems must be capable of notifying both the administrator and
   account holder when the account holder has reached 80% and 100% capacity levels.
2.1.The system must be configurable to either reject or queue mail that is 
received once the
   capacity levels have been reached.
3.The proposed systems must allow for the creation of custom distribution lists.
4.The proposed systems must be compatible with Doublecheck® E-Mail Manager 4.0 
Spam Filter/E-Mail Relay.
5.The proposed systems must provide an easy to use web interface. Vendor must 
provide a description of the web interface.
6.The proposed systems must provide a secure web interface. Vendor must provide 
a description of the security features.
7.Vendor must provide at Vendor’s site all virus protection hardware, software, 
and networking
   devices as well as anti-spam services.  Virus protection and anti-spam 
controls must be provided by the Vendor as part of the service.
7.1.Vendor must detail the specifications for all virus protection provided with 
the service.
7.2.Vendor must explain the anti-virus warranty and virus recovery plan.
7.3.Vendor must explain the functionality of the proposed system for domain-wide 
spam and junk mail blocking.
8.The proposed systems must provide content filtering capability. Vendor must 
provide a description of the filtering features.
9.Vendor must provide details on storage and data backup and retrieval.
10.The proposed systems must have the ability to generate reports. Vendor must 
provide a description of the reporting features.

1.1.The proposed system must:

Support 800 e-mail accounts and be organized and maintained by domain;
Provide a minimum of 20MB of user space to 774 users and a minimum of 80MB of 
user space to 62 users;
Provide both POP and web mail accounts for each user;
Support up to 50 multiple/separate domains;
Support web-based distributed administration; and
Support and be compatible with Microsoft Outlook, Netscape, Eudora Lite POP clients.

1.1.The proposed system must:
Support 50-75 users statewide;
Provide a minimum of 20MB of user space to 45-70 users and a minimum of 80MB of 
user space to 5 users;
Integrate with Microsoft Active Directory for user accounts;
Allow new e-mail accounts to be created at the time new network accounts are 
created;
Provide web access for e-mail and personal calendaring;
Provide inbox rules;
Provide e-mail forwarding;
Provide delivery and read receipts;
Provide message importance settings;
Provide vacation alerts/auto replies;
Provides calendar sharing;
Provides common address books;
Provide mailbox delegation functions;
Provide public folders;
Provide permission controlled access to other users’ folders;
Provide group scheduling, including free/busy lookup;
Provide MAPI, POP3, and IMAP support for Microsoft Outlook clients; and
Provide support for CalDAV clients.

1.1.Vendor must provide pricing for hardware and/or software needed to 
send/receive e-mail
via Blackberry and Microsoft operating system smartphones.  This hardware and/or 
software,
along with unit cost(s), must be clearly identified in Attachment A, Cost Informat
