Well, I think A and B maybe valid POINTS, there other CONSIDERATIONS.

A; I would rather have a DESKTOP that is  evolutionary rather than revolutionary,

B: re-use what users already know how to do on the new stuff.

have the KDE developers not learned from MicroSoft Already ?
