I'm pretty sure it was a timing issue. Ext4 needed to be marked
stable, GRUB needed to be able to boot from ext4. Many other small
pieces, I'm sure. And all this *before* they decide what's going into
the release.

There are distros that default to it for new installs now. The rest
are coming if you check their roadmap wikis, I believe.
