my /etc/procmailrc does not work

Not sure what the line with your address is doing, but  '!'  is supposed to 
"invert the condition"    Maybe you wanted  '|'

For sending to others, I use:

:0c
 | /usr/sbin/sendmail -f ace at xxx.net -oi xxxx at earthlink.net
