Does it exist such that thing for normal PCs ?

I have to do some remote tests to systems that I have to reboot them 
repeatedly. The systems I am using now are Dell servers with DRAC and 
Sun servers with ALOM. These systems take long time to reboot because of 
all of the BIOS on the controllers; while PCs can take just 20-30 
seconds. If there are some similar DRAC/ALOM controller for PC that 
would help me to save a lot of time for these remote tests.
