Not exactly. Fedora does have a live DVD, which can be used to
perform a permanent install, however that is a separate animal from
the netinstall CD.
Also note that Fedora has the concept of 'spins' which are 3rd party
created Linux distributions which are based off of Fedora. There are
quite a few spins out there with a wide array of target audiences.
