I use VNC *all the time* to work on linux from my corporate laptop (at 
work I develop on Linux).  I always get the whole desktop (after 
starting a server session on the remote machine of course).  Sometimes I 
find that different versions of VNC expect different things.  But you 
might want to look at ~/.xinitrc.  Mine has one line:
	startkde

And it starts up my desktop no problem...  The remote machine is running 
Mandriva 2007 (FWIW).  I'll have to take a look at my confuration at 
home which runs FC7 (I use VNC there when sitting in the family room and 
browsing/working on my linux desktop).
