ADMIN: news server moved

I'd like to thank a moment to recognize Federico Voges for his gracious 
hosting of our news server these past several months. You old timers will 
remember that the news server used to be on my server and when it went tits 
up I distributed the various services to volunteers but no one stepped 
forward for the news server for a while. Eventually Federico volunteered and 
its been running flawlessly ever since. Now that I've acquired real hosting 
with Quantact, I've moved the news server to the new infrastructre. Please 
contact me off-list if you notice issues w/ the news server.

Thanks to Federico for his graviousness in hosting this service in the interim
