Well, the guidelines for movies is rather simple.  And while nothing
is perfect, something is better than nothing (imho).

I would disagree that a "fair portion of the US" would ignore a law
that imposes heavy fines.  And while others may ignore US law, the US
has a way of welcoming folks to the US when they visit by giving them
a guided tour of US prison facilities (as several currently
incarcerated Panamanian legislators can tell you).  Please don't
underestimate the power or reach of US law.
