Good question. Probably the same people responsible for the following
incident.

I was appointed acting battalion commander shortly before retirement
when my unit was scheduled to undergo a series of unit training tests.
(The CO and his XO scheduled themselves back-to-back boondoggles to get
out of town during the festivities.) On rifle qualification day I went
to the range to see how things were going. I found out that very few of
my soldiers were meeting minimum rifle qualification scores. I looked
down the firing line and saw people blazing away at the popup targets,
with very few showing hits. I also saw no one was using a hasty
sling*. I asked the battalion sergeant major why no one was using a
hasty sling. Answer: use of a hasty sling is no longer taught in
marksmanship training. I called a cease fire, ordered everyone on the
line to gather around me, and proceeded to give my troops some old
fashioned marksmanship training. After some fiddling they got their
slings adjusted properly** and went back to the firing positions.
Then the targets started to drop.

*Hasty sling: the rifle sling is loosened, and the left arm is inserted
and then turned so the sling wraps around the bicep and forearm. This
steadies the hold on the rifle.

** The M16 does not even have a keeper, just a buckle.
