chkconfig for Debian/Ubuntu

Sorta on topic.

I just read an email on the Ubuntu developers list from Eric S Raymond
(yes, ESR himself) stating that he is fixing-to-get-ready (you can
take this guy out of Texas, but you can't take Texas out of the guy!)
to submit a bash version of chkconfig for Debian systems along with
complete documentation.

I, for one, will be happy to see that. RH has done a few things right.
