Sounds like a Perl/ActivePerl job.  Rab^Hpid development -- modules
handle all the dirty work -- html, GUI, database, etc.  Easily
converted to C for those who know how (don't look at me).

I'm sure you'll also hear Python.

Whatever works.  I suspect both of these will (though I'm very sure Perl will).
