We'll think about a bit.  I assume you are coming into town for some 
conference and they've parked you at the Marriott?  The problem is that 
the places with great views of the city are the touristy places with 
horrid food.  The locals eat at out-of-the-way hidden places with great 
food but often no "ambiance" or stuck in the warehouse district South of 
Market.  So I would suggest staying away from "Fisherman's Wharf", the 
canonical tourist trap.  But I *would* suggest going to the Ferry 
Building, a large, converted warehouse/pier area on the Bay with a wide 
variety of restaurants and farmer's-market-like places where you can 
walk from place to place.  A great place to go in the late afternoon.

And then there is Green's Restaurant which is right on the water at Ft. 
Mason which is a good combination of tourist experience and good food at 
the same time.

The problem is this:
I could send you to one of the best restaurants in California:
Chez Panisse
over across the Bay in Berkeley (if you could get a reservation ha ha)
but that wouldn't tell you much about the city.

So tell us where you're staying and how long you'll be in town and we'll 
give you some other recommendations.  And don't try to drive:  take a 
friggin' cab, unless you're staying with a local.
