I'm not sure we're talking about the same thing, but if you want to open a
text file in OO.org Calc with the intention of organizing the text into
columns you just need to select a File Type of "Text CSV" from the file open
window. After selecting the file a second window will open allowing you to
specify fixed width or variable, separated by tab, comma, etc.
